Instructions:
1. extract archive
2. copy and paste EDIT.bin to PES13 save folder

Documents/KONAMI/Pro Evolution Soccer 2013/save/

3. open PESEDIT.exe and select your desired leagues
4. run pes2013.exe and enjoy!
